From Meetings, go to General, then Assignment Setup (also reachable from Secretary > Responsibilities - same page).

Why does this appear under both Secretary and Meetings?
Same underlying setup, cross-listed since both roles use it - Secretary for overall responsibility assignment, Meetings for scheduling context.
