From Territories, go to Addresses, then Verification.

Look through addresses that need confirmation - for example, ones without a clean geocode, or marked uncertain.

Mark each address verified, or fix its details/location as needed.

What makes an address show up here?

Typically something about it needs a human check - e.g. it couldn't be automatically geocoded cleanly, or another data-quality flag.
