Open Header Notes
From Territories, go to Territories Management, then Header Notes.

Select a territory
Add or edit a note attached to the territory as a whole (not to one specific address).
How is this different from a note on an individual address?
Header notes apply to the territory overall - useful for things like access instructions or general reminders that aren't tied to one house.
