Open Merge
From Territories, go to Territories Management, then Merge.

Select the territories to combine
Choose two or more territories to merge into one.

Confirm the merge
All addresses move into the resulting territory - check this carefully, it's generally not easy to undo.
What happens to the territories' separate histories after merging?
Depends on how the merge is implemented - check with whoever administers your system if history preservation matters for your records.
